Chop the spring onion, garlic, green pepper and red pepper. Soften in a casserole with the oil over a medium-low heat for 10 minutes. Add the peeled, chopped tomato and cook for another 5 minutes.

Stir in the cumin and hot paprika briefly, then pour in the white wine and boil for 2 minutes. Break the potatoes into rough 3 cm pieces and add with the soy sauce, fish stock, bay leaf and black pepper.

Partly cover and simmer gently for 20–25 minutes until the potatoes are tender. Check the mackerel for bones and cut the fillets into pieces about 4 cm long.

Add the mackerel, cover and simmer gently for 5–7 minutes until the centre reaches 63°C. Remove the bay leaf, taste and add salt only if needed. Finish with chopped parsley and serve.
