Method
-
Boil the whole peeled potatoes in water with salt for 30–35 minutes until tender. Drain thoroughly.
-
Finely chop carrots, spring onions and garlic. Cook in a frying pan with 45 ml oil and some salt for ten minutes over medium heat and ten over low heat.
-
Add beef and pepper and cook for three minutes, breaking up the meat. Add paprika and wine; boil for two minutes. Add tomato sauce and cook for five minutes.
-
Transfer the filling to a dish, add chopped basil and cool for about 20 minutes.
-
Pass the potatoes through a food mill into a bowl. Mix with mozzarella, milk, butter, parsley and remaining salt. Cool until safe to handle.
-
With damp hands, flatten portions of mash, put filling in the centre and seal into balls without cracks.
-
Beat the eggs in a bowl. Coat each ball in flour, egg and the breadcrumb and panko mixture.
-
Fry in batches in a frying pan with extra oil at about 175°C until golden. Drain on kitchen paper and divide between four people.
